#OnThisDay September 4, 1882: The Fever Summer

Little Falls, New York, confronted a public-health alarm that exposed serious weaknesses in the infrastructure of a rapidly industrializing Mohawk Valley community. Reports described an unusual prevalence of “fever” in the village, with a particularly large number of cases among employees of the Little Falls Knitting Mill. Investigation initially focused on drinking water used by workers. Although testing did not demonstrate contamination specifically from sewer or privy waste, the sampled water contained organic material. Inspectors also examined conditions within the mill and found the establishment itself sanitary. The episode formed part of a much larger outbreak of disease during the summer of 1882 and became an important catalyst for improvements in Little Falls’ sewerage and water systems.

Little Falls had approximately 7,000 inhabitants in 1882. Its location on the Mohawk River supported substantial industrial development because manufacturers could use the river and associated hydraulic works for mechanical power. The federal census investigation of waterpower published after the 1880 census documented the Little Falls Knitting Mill Company on the north bank of the river. The company operated nine sets of machinery for the manufacture of knitted underwear. Water reached the mill through a channel associated with the old Erie Canal system, providing an approximately eight-and-one-half-foot fall that powered two twenty-five-horsepower water wheels. Steam supplemented the waterpower when summer flows declined. The mill therefore belonged to an industrial landscape closely integrated with Little Falls’ waterways.

The same geography that supported manufacturing created serious sanitation problems. According to research compiled by the Little Falls Historical Society, residents obtained water from several sources. Private systems carried spring water through wooden pipes to portions of the village, while other residents depended upon shallow wells and hillside springs. Human waste disposal remained primitive. Privies and cesspools stood near homes and sometimes near wells. Furnace Creek and Cemetery Creek also received household drainage and waste. During periods of low water, these streams provided inadequate flushing. The abandoned canal basin likewise accumulated sewage and organic refuse.

These conditions became especially dangerous during the hot, dry summer of 1882. By early July, local physicians reported increased sickness and mortality associated with intestinal and febrile diseases. Employees of the Little Falls Knitting Company and Eagle Mills were among those who became ill. State health officials inspected the factories and concluded that their sanitary conditions did not explain the illnesses. Between late August and early September, seventeen deaths were reportedly attributed to cholera and various “fevers” within approximately three weeks. Over the broader summer, local historical research estimates that about sixty people died and hundreds became sick.

Local physicians responded by examining the geographic distribution of cases. Doctors identified by the historical record as Southworth, Glidden, Garlock, Brainard, and Sharer found a concentration of illness in lower portions of the village supplied by wells or springs. John Street, Furnace Street, Western Avenue, and Eastern Avenue appeared prominently in this pattern. The physicians suspected contamination associated with human waste from privies and cesspools. Water from a Western Avenue well was sent to Utica for analysis, where organic material was detected. Contemporary residents did not possess the bacteriological testing later available to public-health officials, but the investigation increasingly directed attention from the factories themselves to the relationship between drinking water, waste disposal, and disease.

The September 4 alarm is historically significant because it occurred during a formative period in New York public health. The state had created its Board of Health only two years earlier, in 1880. Its responsibilities included studying disease causes, investigating conditions affecting health, and supporting sanitary reform. Little Falls therefore illustrates the growing interaction between local physicians, municipal government, and state health authorities during the late nineteenth century.

The epidemic also produced tangible municipal action. Engineer Frank J. Baxter of Utica was engaged to prepare a sewerage plan. By late August 1882, he had presented plans and cost estimates for a central sewer system, which village trustees approved. Construction of the main sewer began in March 1883 and was completed that June. Additional sewer lines followed. In 1886, work began on a sixteen-mile system intended to bring potable water from the Salisbury area to Little Falls, and municipal waterworks development continued during the decade.

The mysterious “fever” reported among knitting-mill employees on September 4 was therefore more than an isolated workplace health scare. It belonged to a community-wide sanitary crisis that forced Little Falls to examine how industrial growth had outpaced its systems for water supply and waste disposal. The response helped move the village from wells, springs, open drainage, and privies toward engineered sewerage and centralized water infrastructure. In that transformation, the epidemic of 1882 became an important episode in the history of public health and municipal modernization in Little Falls.
